This isn't because the lasgun itself is weak, mind you: we're talking about a beam of energy intense enough to flash-boil the moisture in flesh, potentially blowing off entire limbs if it hits the right part of the target. People tend to make fun of these because in terms of game mechanics, las weapons that aren't big enough to require a dedicated team or a vehicle to carry them are kind of underwhelming. These come in many flavors, ranging from the handheld, standard issue rifle-like lasguns and laspistols, and going all the way up to multi-las turrets mounted on armored vehicles.
Mostly used by criminals and civilians rather than the Imperium's armed forces, because frankly they have better options. Basically the same types of guns that we have today and that have been in use for close to 150 years at this point, and that are still used in the future because even in an age where power armor and force-fields tend to dominate the battlefield, there's still a place for ordinary bullets fired from an ordinary gun.
